Emergency Unemployment Compensation (EUC)

The EUC program has ended. EUC was a temporary federal program which provided additional unemployment benefits to eligible claimants following exhaustion of their regular Unemployment Compensation (UC) benefits. The EUC program was only effective for weeks of unemployment between July 12, 2008 and December 28, 2013.

Fraudulent EUC and FAC Overpayments

Effective 04/29/2015, in accordance with Public Law 112-96, claimants overpaid because of having fraudulently received federal Emergency Unemployment Compensation (EUC) and Federal Additional Compensation (FAC) benefits, will begin to have 100 percent, rather than only 50 percent, of their weekly benefits they currently qualify to receive applied to recoup their fraud EUC or FAC overpayments. Such claimants will not receive any benefits until they fully repay any outstanding fraudulent EUC and FAC overpayments. This recoupment action cannot be appealed or waived.
 

EUC’s Eligibility Requirements

Eligibility requirements for receipt of regular UC are also applicable to EUC. For example, you must be at least partially unemployed, able and available for suitable work, not disqualified for voluntarily leaving work, not discharged for willful misconduct, registered for employment services through the PA CareerLink®, and conducting an active search for work for each week claimed.
 
Additional requirements include:
  • You must have had a regular UC claim with a benefit year that ended on or after May 1, 2007, OR you had a regular UC claim on which you received the maximum amount of benefits.
     
  • In the base year of your UC claim, you must have had total wages equal to or greater than one and one half (1 1/2) times the amount of wages in your highest quarter.
     
  • You must attend a Re-employment Eligibility Assessment (REA) in-person meeting with a PA CareerLink® representative for continued eligibility of EUC benefits if you are instructed to do so.
 

Eligibility for Regular UC Benefits

Although EUC has ended, you may still be eligible for unemployment benefits.
  • If you were receiving EUC benefits because your new UC claim's weekly benefit rate was $100 or 25% less than your EUC weekly benefit rate, you may be eligible to file for any remaining UC benefits until your benefit year ends.
     
  • You may be eligible to resume claiming Trade Readjustment Allowances if you received these benefits prior to receiving EUC. You must also meet eligibility requirements.
     
  • If your benefit year has ended, you may be eligible to open a new UC claim. To do so, please visit File an Initial Claim.
