Reemployment Trade Adjustment Assistance 2015 (RTAA)

(Certified petitions filed on or after Jan. 1, 2014)

RTAA provides assistance to eligible Trade-affected workers age 50 or older who obtain new employment that pays less than their Trade-affected employment.

To qualify for RTAA, the worker:

  1. Must apply for Trade Adjustment Assistance (TAA) and receive a determination entitling them to TAA from the UC service center.
  2. Must be at least 50 years of age.
  3. May not be re-employed with the certified employer within the subdivision that is covered by the certified petition. If the certified petition covers the entire firm, the worker may not be re-employed with the certified employer in any capacity.
  4. Does not earn more than $50,000 annually from reemployment.
  5. Must be employed on a full-time basis with a single employer or multiple employers as defined by State law. If employed part-time, the worker must be enrolled in a Trade Act approved full-time training program.

Benefits of RTAA for qualified workers

  • If no TRA benefits have been received by the worker:
    1. RTAA pays 50 percent of the difference between the worker’s wages at the time of the qualifying separation and the worker’s wages from new employment.
    2. RTAA benefits may be paid until the worker has received a total of $10,000.00 OR a period of two (2) years has passed since the first qualifying reemployment OR until the worker’s reemployment income exceeds the $50,000.00 annual limit, whichever occurs first.
    3. RTAA eligibility period begins the date the worker obtains new employment OR the date the worker exhausts all Unemployment Compensation (UC) benefits, whichever occurs first.
  • If TRA benefits have been received by the worker:
    1. RTAA pays 50 percent of the difference between the worker’s wages at the time of the qualifying separation and the worker’s wages from new employment.
    2. RTAA benefits may be paid for a period of up to two (2) years following the date the worker obtains new employment reduced by the number of weeks the worker received TRA.
    3. RTAA benefits may be paid until the worker has received a total of $10,000.00 reduced by a percentage based on the number of weeks the worker received TRA.
